If commissioned production is chosen, the brand owner, as the commissioning party, should be the registrant or filer of the cosmetics produced. This means that before looking for a factory, the brand needs to complete company registration, cover cosmetics related businesses, and start preparing for trademark registration.


    Under the commissioned production mode, the brand needs to appoint a quality and safety manager who should possess professional knowledge related to cosmetics quality and safety, and have more than 5 years of experience in cosmetics production or quality and safety management. If there are currently no suitable candidates for the startup team, the factory can assist in some of the filing work in the subsequent cooperation with the factory, but the main responsibility for quality and safety is still borne by the brand.


    ##2、 Screening factories: qualification verification and on-site inspection


    Finding a suitable OEM requires evaluation from multiple dimensions. First, verify whether the factory's business license and cosmetics production license are within the validity period, and whether the scope of the license covers the planned production category - moisturizing and water replenishing spray is usually a "general liquid unit", and confirm that the factory has the license qualification of this unit.


    Secondly, it is recommended to conduct on-site inspections of the production workshop, filling line, storage conditions, and sample room to understand the factory's production management documents, recent product testing reports, and workshop environmental monitoring records. After the sample has been repeatedly adjusted and agreed upon, both parties should jointly seal the sample and sign to confirm it as the basis for subsequent bulk acceptance.


    The raw materials used in the formula must comply with the requirements of the "Catalogue of Used Cosmetic Raw Materials" and prohibited components must not be used. Moisturizing spray involving efficacy claims should be supported by corresponding evidence, and medical terms or statements inconsistent with the facts should be avoided.


    ##5、 Sign commission contract and quality agreement


    Before cooperation, a written commissioned processing contract must be signed, specifying product specifications, quantity, unit price, delivery time, payment method, acceptance criteria, breach of contract liability, intellectual property ownership, and other contents. At the same time, it is recommended to sign an independent quality agreement that specifies matters such as notification of raw material changes, confirmation of process adjustments, factory inspection standards, sample retention management, and handling of non-conforming products.


    The contract should specify that the brand is responsible for product filing and market release, while the factory is responsible for production process control and factory inspection. Filing requires the factory to provide information on the production enterprise, formula ratio, process description, raw material safety information, and other materials. The name, address, and production license number of the manufacturing enterprise on the label must be consistent with the actual information of the factory.


    Before mass production, first piece confirmation can be arranged to verify details such as packaging printing and coding effects. After arrival, the brand shall conduct random inspections according to the sealed samples and contract standards, and any problems found shall be reported in writing within the agreed period. It is recommended to establish batch traceability records, and the raw material batch, production date, inspection report, and shipping flow of each batch of products should be fully archived for future reference and quality management.


    Overall, the core of establishing a supply relationship with factories lies in the brand having a compliant operating entity, clear product planning, reasonable minimum order quantity and payment ability, and continuous attention to quality standards.
